Using The Sky Island Is Recommended
There are ice walls surrounding the Oshozan-u Shrine, so it takes a lot of effort to go from the surface. If you use the sky islands then you can go to the shrine very easily.
How To Climb Up The Ice Wall

Head northeast from Pikida Stonegrove Skyview Tower.
If you don't have enough Stamina, then land on a sky island and heal your Stamina.
Arrive straight to the Shrine.
