Head northeast Lookout Landing Skyview Tower to Crenel Hills.
Right after you fly, open the paraglider and you will the Shrine so add a pin to it.
Cross the river with the bridge.
The Shrine is located on top of the hills.

Prop up the board and activate the yellow glowing switch.
Two boards are combined in an L-shape and turned into the shape of a slope to activate the switch.
