The Pokemon levels of the Gym Leaders are fixed, so it does not matter which Gym Leader you start it. However, it is recommended at the start of the game to challenge Gym Leaders with the lowest Pokemon levels first. It is also recommended to progress the Star Route and Titan Pokemon route while going down the Victory Road Route.

Their Last Pokemon Will Always Go Terastral

Each of the Gym Leader's last Pokemon will be their Terastral Pokemon for the battle. Even if their initial type is different, they will have a move that will deal Same Type Attack Bonus to their Terestral Type. Be sure to be prepared to counter these Pokemon.

Challenge The Elite Four & Champion After Clearing All Gyms

Once you've gotten each of the 8 Badges, the Elite Four and the Campion can be challenged. You complete your Victory Road challenge once you beat the Champion.
