All mints are available for purchase at the Chansey Supply Shop when you have earned 6 Gym Badges. They can be purchased with either LP or for 20,000 Pokedollars each.

Pokemon have Natures, each with different stat advantages and disadvantages. Using Mints, you can change the changes in status without having to change their Nature. This specific item is useful when you want to stick to a particular Nature.
If You Just Want To Play The Story, This Is Not That Needed
The way each status of each Nature grows has no significant effect if you just want to play through the story. This is more for competitive play, wherein even just a few changes in stats can result in winning or losing!
