Is there Shiny Starter Appearances?
In the previous game, Pokemon Sword/Shield, the shinies were not available when the Starter Pokemon was received. Therefore, it is possibility that it is also NOT available in Pokemon Scarlet and Violet.
As soon as you start the game, proceed and talk to Clavell. Until the conversation is over, there is nothing you need to prepare for.
After proceeding just before the selection part, press the 'X' button to open the settings, then change the "Autosave" to "No" and save manually. Please note that if the save is ongoing, you could experience interruptions.
If you are not satisfied with the Starter Pokemon that you picked, end the game on the home screen. You can return to the part just before choosing Starter Pokemon so repeat this step until you are satisfied.
