Quaxly has the highest base ATK. To maximize this, use nature that increases ATK such as Adamant. You can also choose Jolly to increase the speed of the Pokemon.

How to Carefully Select a Pokemon's Nature
How to carefully select
  1. Talk with Clavell and advance to the point before receiving the Starter Pokemon.
  2. Turn off Autosave from the settings and change the movie to "Skip".
  3. Make It Manual Save
  4. Select Starter Pokemon, and after the movie ends, select a Pokemon from "X" to check its status.
  5. If you don't get what you want, don't save and reset.
  6. Start the game and repeat steps 6 and 7.

    Do Shiny appear?

    In the previous version, Shiny was not available when the first Starter Pokemon was received. Therefore, it is highly likely that they will not be available in Pokemon SV as well.

    When you start the game, proceed until just before you talk with Clavell and receive the Starter Pokemon. There is no problem to proceed without setting anything until after the conversation in the picture.

      The target is physically pounded with a long tail, a foreleg, or the like.
    2. Learned at Lvl. 1
      The user growls in an endearing way, making opposing Pokemon less wary. This lowers their Attack stats.

      The target is blasted with a forceful shot of water.
    4. Learned at Lvl. 7
      The user is roused, and its Attack and Sp. Atk stats increase.
    5. Learned at Lvl. 10
      The target is struck with large, imposing wings spread wide to inflict damage.
    6. Learned at Lvl. 13
      The user slams the target with its steel-hard head. This may also make the target flinch.
    7. Learned at Lvl. 17
      The user slams the target with a long tail, vines, or a tentacle. The target is hit twice in a row.
    8. Learned at Lvl. 21
      The user expels pressurized water to cut at the target like a blade. This move has a heightened chance of landing a critical hit.

      The user attacks with a blade of air that slices even the sky. This may also make the target flinch.

      This protects Pokemon on the ground from status conditions and halves damage from Dragon-type moves for five turns.

      The user slams into the target using a full-force blast of water. This may also lower the target's Defense stat.

      The user attacks the target by showering it with water that’s so cold it saps the target’s power. This also lowers the target’s Attack stat.

      This move enables the user to protect itself from all attacks. Its chance of failing rises if it is used in succession.

      A spin attack that can also eliminate such moves as Bind, Wrap, and Leech Seed. This also raises the user's Speed stat.
