To reach Yuanmu Hill, warp to the nearby Phone Booth and climb the eastern cliff. If you haven't unlocked the Phone Booth yet, it's worth doing now to make future Exploration easier.

Lacrimosa in Yuanmu Hill appears on the observation deck with a view of the amusement park, which is down the southern stairs from the plaza with the large tree in the center.
