Justice Executioner Secret Boss
Unlocked at 4-Star Wanted Level
Justice Executioner Lvl. 99 appears when the Wanted Level reaches the maximum of 4 stars. Once the Wanted Level reaches 4 stars, noise will appear on the screen, and the battle with Justice Executioner will start automatically.
Do Not Get Caught by Security Officers
While being pursued by Security Officers, if any of your controlled characters are defeated, you will be sent to Detention. Therefore, to fight Justice Executioner, you need to raise the Wanted Level while keeping your characters from being defeated.
Illegal Activities Increase Wanted Level
In NTE, the Wanted Level (Warrant Value) increases by attacking pedestrians or Security Officers, looting or attacking vehicles, destroying public facilities while driving, and committing illegal acts in the City.
How to Increase Wanted Level
- Attack pedestrians or vehicles in the streets
- Attack Security Officers or related Anomalies
- Forcibly requisition others' vehicles (vehicle looting)
- Destroy public facilities while driving
- Other acts that affect urban security
Looting others' cars instantly raises the Wanted Level to 1 star, so if you want to raise the Wanted Level immediately, first loot a vehicle. After that, continue raising the Wanted Level by attacking approaching Security Officers or pedestrians.

Justice Executioner Can Be Defeated
Justice Executioner Lvl. 99 is a hidden Boss that can be defeated. If you lose the battle, you will be sent to Detention (Prison), but defeating it rewards you with an S-Rank Arc, so if you're confident in your character's build, you should try to defeat it.

Must Dodge Against Its High Firepower
Justice Executioner Lvl. 99 has very high firepower, and even with enhanced characters, Attackers with low durability will likely be defeated in a single hit. You'll need to dodge all of its attacks, which requires advanced combat skills.

Get the S-Rank Arc "Hethereau's Keeper"
After defeating Justice Executioner Lvl. 99, go to the Security Office to receive the S-Rank Arc "Hethereau's Keeper". This Arc increases damage dealt to Bosses and grants the ability to summon "Officer Whisker".

The Security Office is at the location with the blue police officer mark on the Map. The Security Office icon does not appear on the fully zoomed-out map, so you need to zoom in to find it.
Avoid Entering Detention (Prison)
Upon defeating Justice Executioner Lvl. 99, you are returned to the normal Hethereau Map, and your Wanted Level will also be reset. This allows you to avoid being sent to Detention.
