You can obtain the "Blow up the Crowd" Arc by clearing the Anomaly Commission "Rhythm Master" in Illusion Town.
Deep Blue Sorrow for "Song of the Whale"
The "Song of the Whale" Arc is a reward for clearing the Anomaly Commission "Deep Blue Sorrow" in the New Herland District.
Call of the Lost for "Tears Beneath the Mask"
To get the "Tears Beneath the Mask" Arc, clear the Anomaly Commission "Call of the Lost" in the New Herland District.
The Book of Post-Adolescence for "Youthful Fantasy"
Clearing the Anomaly Commission "The Book of Post-Adolescence" in the New Herland District will reward you with the "Youthful Fantasy" Arc.

Purchase the "Your Happiness is Priceless" Arc from the Mall using Nacupeda Coins. You can get Nacupeda Coins by selecting "Make a Sincere Wish" at Nacupeda's Pool once a day.

Nacupeda's Pool is located near Davidia Avenue in the southwest of Illusion Town.
Max Wanted Level for "Hethereau's Keeper"
The "Hethereau's Keeper" Arc can be obtained by raising your Wanted Level to the maximum, defeating the Justice Executioner that appears, and then going to the Security Office. This is a top-level Anomaly, so make sure you are well-trained before challenging it.
Tycoon Level 21 for "Contemplative Cat"
You can get the "Contemplative Cat" Arc by raising your Tycoon Level to 21. You can also obtain more Arcs by further increasing your Tycoon Level.
Complete the Eclipse Event for "Day Off"
