Encountered In Chapter 16
You will encounter the elevator or stairs choice in Chapter 16: The Belly of the Beast. Early on in the chapter, you will be given the choice to either ascend the Shinra Building via the stairs or elevator.

No Major Difference
Choosing to ascend the building via the elevator or stairs is inconsequential and will not have a major impact on the future events of the game. The only difference is how you will climb up the Shinra Building.
Elevator or Stairs Results

| Take the Elevator | The party will take the elevator up. You will need to get through a few fights, but will immediately reach the 59th floor. |
| Take the Stairs | The party will start climbing the stairs. This route takes more time than the elevator. |
