Items Can be Collected Before Start of Quest
You may come across or loot the items during your adventure before you even start the quest. The Behemoth's Horn and the Medicinal Flowers can be acquired before unlocking Chapter 14.
Purchase the Moogle's Mortar from Moogle Emporium
The Moogle's Mortar needed for the medicine can be bought from the Moogle Emporium. This costs 1 Moogle Medal to acquire.

If you don't happen to have the flower on you, you'll be able to pick it up at the Church (at the top left corner of the map). You'll have to go here for Tomboy Bandit as well, so do these at the same time.
