How To Get All Cloud's Dresses
Cloud's Dress Changes Depending On Wall Market Events
Cloud's dress changes depending on which side quests you've cleared in Wall Market (Chapter 9). There are 2 routes of side quests: (The Price of Thievery & Shears' Counterattack VS The Party Never Stops & A Dynamite Body). Routes Vary According To Your Choices
Chapter 9 is unique in that 2 odd jobs routes exist based on your interactions with the NPCs. There are no differences in the rewards aside from the dresses that you can unlock. The routes are as follows:

Get A Trophy For Clearing Both Routes
By clearing the quests in both of these routes, you can obtain a special trophy. Once you beat the game, you'll gain access to Chapter Selection, which you can use to attempt Chapter 9 over & over until you get the desired route.
