Speak To Moggie In Chapter 8
The Moogle Shop can be accessed once you have found Moggie in Chapter 8. It is under the side quest "The Mysterious Moogle Merchant".

You need a Moogle Medal in order to get a Moogle Membership Card to access the Moogle Shop. You can get one directly in front of Moggie. However, in order to buy more items, you may need to destroy Shinra boxes for more Moogle Medals.

Get SP Items First
You can get an item to increase SP (Skill Point) through the Moogle Shop. The only other way to increase SP is to level up so getting this item is a must if you plan on tackling stronger foes.
