- Go to the Detention Facility
- Advance to exercise time and talk to Tornado
- Follow the quest marker to the cafeteria
- Follow the quest marker to the library
- Follow the marker to the shower room
- Enter the hideout near where Tornado was
- Fight Tornado deep inside the hideout
- To fight again, talk to Tornado

To meet Tornado, you need to raise your Wanted Level and head to the Detention Facility.
You can raise your Wanted Level by stealing a car, then enter a Security Office to reach the Detention Facility quickly.

Advance time to the exercise period that comes after lunch at the Detention Facility, then talk to Tornado to accept the quest.

Since you're inside the Detention Facility, you can't check it in the quest list. However, after accepting it, an announcement appears the moment you move in front of the building, so you can confirm you've accepted it.

After accepting the quest, follow the quest marker into the building right in front of you and advance the event with "Tornado Gang" in the cafeteria.

After the cafeteria event, it automatically becomes nighttime. Head to the library marked by the quest marker and advance the event.

Once the library event ends, nighttime is over. To progress the next quest step, you need to advance time to exercise time.

After the library event, once it's exercise time, enter the building behind you and head to the shower room marked by the quest marker to advance the event.

After the shower room event, move outside the building while it's still exercise time. From there, enter the hideout near where Tornado was at the start.

After entering the hideout, follow the path to the deepest part. A combat info screen for the fight with Tornado appears near the door at the back, so be sure to check it carefully.

The fight with Tornado begins at the deepest part of the hideout. Winning the fight completes the quest.

After clearing, you can fight Tornado, who remains in the hideout.

After clearing the quest, talk to Tornado in the hideout to fight on three different difficulties.

When you want to leave the hideout, talking to the door at the back or to the other person lets you skip backtracking through the hideout.

Tornado is the boss of the Side Story "A Breeze Through the Cage." The boss is Level 50, and since your character is fixed and can't be enhanced, you'll need to clear it on pure skill.

Watch Your Dodge Direction
When you dodge during the Tornado fight, because the default dodge is set to a backstep, inputting backward movement while dodging makes your character turn their back to the enemy and retreat. This makes it impossible to create distance, so be careful with your inputs.
Fight Mainly With Blocks

Since Critical Riposte can't be used in the Tornado fight, fight mainly with Blocks to chip away at the enemy's Break gauge. Blocks have no cooldown and can be used whenever you want, so they feel just like landing a Parry Attack.
Land Your Throws Reliably
To chip away at Tornado's HP, the main method is the "throw" you can perform after breaking its Break gauge. When you break it, be sure to use a throw to deal damage.
