- Go to the Detention Facility
- Advance to exercise time and talk to Tornado
- Follow the quest marker to the cafeteria
- Follow the quest marker to the library
- Follow the marker to the shower room
- Enter the hideout near where Tornado was
- Battle Tornado at the back of the hideout
- To battle again, talk to Tornado

To meet Tornado, you need to raise your Wanted Level and go to the Detention Facility.
You can raise your Wanted Level by stealing a car, then quickly get to the Detention Facility by entering the Security Office.

Advance time to the exercise period that follows lunch in the Detention Facility, then talk to Tornado to accept the quest.

Since you are inside the Detention Facility, you cannot confirm it in the Quests Overview, but an announcement will appear when you move to the front of the building after accepting, so you can confirm the acceptance.

After accepting the quest, follow the quest marker into the building ahead and advance the event with "Torneeze" in the cafeteria.

After the cafeteria event, it will automatically become nighttime. Head to the library indicated by the quest marker and advance the event.

When the library event ends, nighttime will end as well. You need to advance to exercise time to continue the next event.

After the library event, once exercise time begins, enter the building behind you and head to the shower room indicated by the quest marker to advance the event.

After the shower room event, move outside the building while still during exercise time. Then enter the hideout located near where Tornado was first found.

After entering the hideout, follow the path all the way to the back. A Battle info prompt for Tornado will appear near the door at the back, so make sure to check it.

The Battle with Tornado will begin at the back of the hideout. Winning the battle will complete the quest.

After completing the quest, you will be able to Battle Tornado in the hideout again.

After completing the quest, talking to Tornado in the hideout allows you to Battle at 3 different Difficulty levels.

When you want to exit the hideout, talking to the door at the back or to another person there will allow you to leave without having to reverse through the hideout.

Tornado is the boss of the side story "A New Wind in the Cage." The Level is set to 50, and since your character is fixed and cannot be enhanced, you must Complete it through pure skill.

Pay Attention to Your Dodge Direction
When using Dodge during the Tornado Battle, the default Dodge is set to retreat backward, so inputting a backward movement while dodging will cause your character to turn their back to the enemy and retreat. Since you cannot create distance this way, be careful with your inputs.
Focus on Block During Battle

Since Extreme Counterattack cannot be used during the Tornado Battle, focus on Block to reduce the enemy's Break value. Block has no cooldown and can be used whenever you want — you can use it with the same feel as landing a Rail Counterattack.
Land Throws Consistently
To reduce Tornado's HP, . When the enemy Breaks, be sure to use a throw to deal damage.
