NTE's "Professional Oddity Language Interpreter" can be accepted from the Clicky staff inside the store along Saint Torres Avenue in Miguel District.

After listening to the staff, also speak with Frizzle near the wall. Then follow him.

Once outside with Frizzle, follow the quest markers and go question the bookstore clerk and the courier.

After speaking with the two, leave Frizzle there and head to the elderly couple at the marker to question them.

The next event triggers when you climb the stairs, head left, and approach the person named "Hatsuharu" sitting at a terrace table. The story advances the moment you reach Hatsuharu, so it's fine to head straight there without waiting for Frizzle.

After your conversation with Hatsuharu and a chat with nearby Frizzle, head to the quest marker. This time he doesn't lead — the quest advances simply by reaching the destination.

After the event, follow him again as he leads to Danzaburou. He's faster this time, but normal movement still keeps up easily.

After the event with Danzaburou, talk to Frizzle nearby to trigger another event, then follow him again.

Frizzle heads left from the alley where Danzaburou was and aims for the middle of the road overlooking the river. The story advances the moment you reach the destination, so it's fine to go ahead without waiting.

After the conversation with Frizzle, you'll head to Clicky — where you accepted the quest — to buy a gift.

The destination Clicky is close, and even using a Fast Travel Point only saves about half the distance. Since you'll need to make a round trip, using a motorcycle or electric scooter is faster.

You can buy the gift for 300 Fons at the Clicky counter. After buying it, return to where Frizzle is and hand it over.

Handing over the gift triggers an event and Frizzle gives you a gift back. A choice menu will appear — any choice advances the story, but the reward you get changes depending on which option you pick.
