Go to the Coastal Highway Z42
Change the time to 0:00
Drive along the area to trigger the anomaly
Chase the Headless Rider
Defeat the Headless Rider

Go to the Coastal Highway Z42

Drive a car along the Coastal Highway Z42 where the Headless Rider is located, but note that you need to complete the challenge first before it permanently appears in the in-game map.

Change the time to 0:00

Set the time to 0:00 and visit the spawn location by car from the Coastal Loop Z42 direction. The Headless Rider will appear ahead. Note that it will not appear if you are on a motorcycle.

Drive along the area to trigger the anomaly

After adjusting the time, drive along the area to trigger the anomaly, hence The Headless Rider will appear ahead. Note that it will not appear if you are on a motorcycle.

Chase the Headless Rider

The Headless Rider will run toward the tunnel, so chase it. You will be transported to an Anomalous Realm through the tunnel.

Defeat the Headless Rider

Defeat and contain it to clear the commission.
