- Head to the 4F of the building under construction
- Defeat the Black Tome
Head to the 4F of the building under construction
Head southwest from Wertheimer Tower in the New Herland District to the 4F of the building under construction. Using the elevator on the east side of the building makes it easy to climb up.
Defeat the Black Tome
Examining the Black Tome on the rooftop starts a battle with it, so defeat it. Defeating it clears the commission.
