Can you pick up another elemental materia in chapter 6 on the hard mode play through?

So, I was having trouble finding it and noticed that I was skipping wandering heart quest. After that, I got the elemental materia.

First time I did it she wasn't there and I didn't get it. Did Chapter select on Hard and she was. I got it :).

Not 100% on this but, activate quest and must talk to NPC at Angel's hideout. Worked for me. If she's not there may not work.

I have 26/26 jobs completed and still no letter.

I’ve completed all jobs in chapter 14 and the letter isn’t there. Have I missed something?

You must complete all chapter 14 objectives, the elemental materia is given with a letter from the Angel of the Slums.

It's just ch14 odd jobs I didn't finish the others and I got the materia
