You finish chapter 3 to change tifas dress. Then you can skip to and finish chapter 8 to change Aeriths dress, then you can skip to and finish chapter 9 to choose clouds dress and unlock all 3 that you chose.

Do i need to play chapter 3 until 9 in one go or just finish chapter 3 after choosing tifa's question and go to chapter 9 via chapter selection?
