New Ways to Get Basic Headhunting Permit (March 11 Update)
Added to Protocol Pass Level Up Rewards
New ways to get Basic Headhunting Permits has been added in the Ver 1.1 update. Basic Headhunting Permits can be earned through the Protocol Pass' Basic Supply and Originium Supply. Note that HH Basic Permits can be obtained with just the free Protocol Pass.
Also in Stock Redistribution & Etchspace Salvage
Basic Headhunting Permits were also added to the Stock Redistribution and Etchspace Salvage. Even those who have already claimed all rewards will be able to get more so stock up on your Stock Bills.

Basic Headhunting Permits can mainly be obtained by progressing through the game, such as through Authority Level Rewards, Construction Level Rewards, and shop exchanges.
Authority Level Rewards
You can get Basic Headhunting Permits each time your Authority Level reaches a specific level. You can get a total of 40 Basic Headhunting Permits by reaching level 30.
Regional Development Reward
You can get Basic Headhunting Permits by increasing the Regional Development in each of the regions. You can do this by installing facilities such as Zipline Pylons in the region's areas.
How to Raise Regional Development Level
Purchase in Stock Redistribution
Basic Headhunting Permits can be purchased with Stock Bills from the Stock Redistribution of each region. Although it's a one-time purchase, new stocks will be added by leveling up the Stock Redistribution Terminal.

Etchspace Salvage Rewards
You can also earn Basic Headhunting Permits by collecting operation metrics in Etchspace Salvage. Explore the Valley's Aberrants to gather materials and enhance your exploration abilities.
Purchase HR Support Bundle
There will also be HR Support Bundle with Basic Headhunting Permits in the Acquisition Center. The priority for this is low since you can't use them for limited gachas, but it's an option if you need Arsenal Tickets.
Limited-Time Events
Some events also offer Basic Headhunting Permits as rewards. Make sure not to miss them when they are available!
How to Use Basic Headhunting Permits
Used for Standard Gacha Banner
Basic Headhunting Tickets can only be used in the standard, permanent banner. This banner features the standard 6-Star characters at a certain drop rate.
Should You Save Basic Headhunting Permits?
Since the Basic Headhunting Permit does not expire, feel free to use them whenever you like. You can use them for a single pull or to save them for a 10 pull.
Only Use Permits for Standard Banner
Oroberyls can be used to pull on the Standard Banner if you run out of Basic Headhunting Permits, but this is highly discouraged to do. Save your Oroberyls for the Limited-Time Banner.
