Focus on What You Can Do First
When increasing your Regional Development Level, it’s fine to start with any available actions. Progress can be time-consuming and may require large amounts of trade activity or unlocking specific facilities, so prioritize tasks you can complete immediately.
Increase Outpost Prosperity with Trade
You can efficiently increase your Regional Development Level by conducting Outpost Trade via Menu → Regional Development → Outpost Management, which raises Outpost Prosperity. Trading items produced in the AIC Area also allows you to obtain Stock Bills.

Unlock and Upgrade the Stock Redistributor
Your Regional Development Metric also increases by speaking with Lucky Carrot to unlock or upgrade the Stock Redistribution Terminal. As the Goods level increases, you gain additional benefits, such as a higher purchase limit and access to a wider variety of goods.
Install and Operate an Electric Mining Rig
Installing and operating an Electric Mining Rig increases your Development Metric when you first place it. To place the rig, switch the tab in the upper-left from Explore Mode to AIC Mode.
Unlock and Upgrade the Recycling Station
You can also gain Development Metrics by unlocking and upgrading the Recycling Station. This facility allows you to obtain Aerospace Materials required to expand the Dijiang, making it highly recommended for efficient Dijiang expansion.
Unlock and Upgrade the Depot Node
Using Stock Bills to unlock and upgrade a Depot Node increases your Development Metric. Unlocking a Depot Node expands the depot within the same area and raises the storage capacity for each item type.
Benefits of Raising Development Level
You Can Get Milestone Rewards
Each time your Regional Development Level increases by 1, you can obtain various rewards as Oroberyl and Permit. To get these rewards, be sure to actively raise your level.
Increased Placement Limit and Depot Capacity
As your Regional Development Level increases, the maximum number of each Facility type you can place, the item capacity of your Depot, and your mineral purity will all increase. There are no specific drawbacks to raising your Regional Development Level, so there is no need to intentionally keep it at a certain level.
