What is the Blunder Policy?
Raises Speed When A Move Fails
If a Pokemon holding this item fails to land a move (ie, it misses), its Speed stat will rise two stages! This gives you a serious cushion if you miss an ability, allowing you to probably go first the next turn.
One-Time Use Item
The Blunder Policy is consumed when its effect is triggered. However, it will not disappear when doing the Battle Tower or online battles, so do not worry.
How to Get The Blunder Policy
Buy It At The BP Vendor
The Blunder Policy can be purchased for 20 BP at the BP Vendor located in the Battle Tower.

Not As Popular As Weakness Policy
In terms of Policies, Weakness Policy seems to be the better choice of the two in the current meta. This is largely because Dynamax provides a large HP cushion to soften the blow of super-effective moves, and because Weakness Policy provides a more substantial offensive boost.
