Although there are many rumors circulating the internet, it is currently not known how to obtain Victini in-game.
Something To Do With The Star Tournament?
Although it has not been substantiated and is entirely a rumor, some people have discussed the possibility of Victini having something to do with the Galarian Star Tournament. Since Victini is the "victory" Pokemon, currently people are experimenting with winning the tournament repeatedly to see if anything triggers.
