The Eviolite can be received from a woman in one of the houses in Ballonlea. You'll need to defeat her and her Dottler to get the item.

Speak with the woman inside the house to battle her and her Dottler. After winning the battle, she'll give you the Eviolite.

Eviolite - Uses & Effects
Increases Def & Sp. Def Of Unevolved Pokemon
Pokemon that is holding an Eviolite will receive an increase in their Def and Sp. Def, provided they are not in their final evolution and still have another evolution to grow into.
