You can get an Air Balloon by picking it up by the telephone booth to the right of the hotel in Wyndon.

Makes Pokemon Immune To Ground-Type Moves
When a Pokemon holds this item, they will be immune to any Ground-type attacks. Their supereffective attacks will also gain a boost in power.
Gets Destroyed When Pokemon Gets Hit
If your Pokemon is hit while holding an Air Balloon, it will burst and your Pokemon will no longer be immune to Ground-type moves.
