Talk To Hammerlocke Weather Man
You need to talk to the weather man in the middle house in Hammerlocke to get the Damp Rock. This is something that can be done daily and requires you 2 straight days to get the item.

To get the Damp Rock, you need to speak with the weather man for 2 straight days. After which, he'll reward you with the Damp Rock.
