You need to talk to the weather man in the middle house in Hammerlocke to get the Utility Umbrella. This is something that can be done daily and requires you 4 straight days to get the item.

To get the Utility Umbrella, you need to speak with the weather man for 4 straight days. After which, he'll reward you with the Utility Umbrella.
