You need to talk to the weather man in the middle house in Hammerlocke to get the Heat Rock. This is something that can be done in consecutive days - Heat Rock is the first item you'll get.

To get the Heat Rock, you need to speak with the weather man for the first of 4 consecutive days. After which, he'll reward you with the Heat Rock.
