When you reach Wyndon, head to its Pokemon Center in the main plaza. Speak with the Poke Mart guy on the right to purchase HP Up for 10,000.

You can also exchange 2 BP for HP Up in the Hammerlocke BP Shop. Battle Points can be received by winning ranked battles in the Battle Tower.

Raises HP EV Of One Pokemon
If you give a Pokemon some HP Up, it'll increase its HP EVs by 10. Vitamins are mainly used to raise a Pokemon's base points or effort values for competitive breeding.
