Purchase from Hammerlocke BP Shop
The BP Shop in Hammerlocke sells Power Band for 10 BP each. You can buy as much as you want so long as you have the BP for it.

Increases Sp. Def EV Received
Pokemon holding a Power Band will have their speed reduced in battle in exchange for getting increased Sp. Def Effort Value (EV). This adds 8 points to the amount of Sp. Def EV they get each time.
