To get a pair of Choice Specs, head to Spikemuth and go all the way to the end to reach Piers's stage. Check the Poke Ball behind the stage to find the item.

The Choice Specs can be purchased in the BP Shop in Wyndon's Battle Tower for 25 BP. You can buy as much as you want so long as you have the BP for it.

Giving a Pokemon a Choice Specs to hold will greatly increase its Sp. Atk. However, this will lock the Pokemon with only one move.
