The BP Shop in Hammerlocke sells Power Belt for 10 BP each. You can buy as much as you want so long as you have the BP for it.

Increases Defense EV Received
Pokemon holding a Power Belt will have their speed reduced in battle in exchange for getting increased Defense Effort Value (EV). This adds 8 points to the amount of Defense EV they get each time.
