Purchase from Hammerlocke BP Shop
The BP Shop in Hammerlocke sells Power Lens for 10 BP each. You can buy as much as you want so long as you have the BP for it.

Increases Sp. Atk EV Received
Pokemon holding a Power Lens will have their speed reduced in battle in exchange for getting increased Sp. Atk Effort Value (EV). This adds 8 points to the amount of Sp. Atk EV they get each time.
