The Chalice of Beginnings can be obtained by finishing all 7 chapters of the Cindered Shadows DLC content. After doing this, load into your main game and you will get a notification alerting you of this. You can get the item from under your bed in your private quarters.

Nullifies Extra Effectiveness
The Chalice of Beginnings has two primary effects. The first is that it nullifies extra effectiveness. This means that a unit which would normally take extra damage from a certain attack (for example, a Bow user vs. a flying unit), it will no longer take that extra damage!
Equip Onto Wyverns or Pegasi
As you can imagine, this item will let your fliers move around the map with greater freedom, not having to be wary of Archers.
