How Romance Works
Affinity System
There are 4 romanceable characters: Andreja, Sarah, Sam, and Barrett. Each have their own affinity levels, which can increase or decrease depending on your actions. You need to increase the affinity to a certain level to romance and eventually marry a companion.
Choices And Actions
When you are with a companion, sometimes the game will tell you if they Liked or Disliked what you did. This is one of the factors that can increase or decrease the affinity level, so you want to save your game often so you have the option to go back if they dislike something. This could be something you said, or even simply accepting a mission they don't like.
Active Companion
The best and most basic way to increase the affinity level of a character is to select him/her as a companion and travel together. Don't worry too much if you did something they dislike just a couple of times. You can always make up for it with other actions or dialogue and the affinity level will continue to rise as long as you are travelling together.
Knowing The Affinity Level
There is no way to know the exact value or level of affinity with a character, unless you use console commands. However you will know it is rising since the character will ask if you have time to talk every time you reach a certain level of affinity, unlocking new dialogue.
Dialogue Choices
You will also sometimes see tags such as [Flirt] next to the choices for your dialogue which is also an easy clue. As the affinity level rises, the tags you see will change from [Flirt] to [Romance] and finally [Commitment].
Obtain Leadership Skill
If you want to romance a character, you should invest in the Social Skills to obtain Leadership Skill Rank 1. This will make the affinity level with a character increase 25% faster. This is recommended since it is a rather long process and you only need to unlock the first Rank. Although it is an Expert Tier Skill there are other useful Social Skills worth investing to unlock it, such as Commerce and Persuasion.

How To Marry Andreja
Divided Loyalties
After the affinity increases to a certain level, you will unlock the "Divided Loyalties" companion mission. Andreja will ask for your help to find her lost friends from her past and confront the man behind everything that happened. In the end, you can choose to kill him or not but this won't affect your relationship with Andreja.
Commitment: Andreja
Eventually you will get a dialogue with the [Romance] tag and later the [Commitment] tag. If you choose those options, wait until she talks to you again to unlock the final companion mission, "Commitment: Andreja", then you can finally get married.
