James Newill will assign you to talk to Dietrich to unite the Merchant's Aliance against the corruption on the Neon Security. While it's not mandatory, you have the option to speak with Rosa Newill beforehand to gather additional information on Dietrich Sieghart if you believe it will be helpful later to bring up during your conversation.

Head to Sieghart's Outfitters in Neon and talk to Dietrich. You can use your Persuasion skill to convince Dietrich from paying Neon Security. Try to get 4 Points for 3 Turns to successfully persuade him to stop paying Dexler for the Safety Assurance Fee.
