Ask Elias Cartwright About Frank Langston
First, talk to Elias Cartwright at his house in Akila City.
Get Sahar Hasanov's Will From Sahar's Farm On Akila
Head to Sahar's Farm, and enter the farm to look for Sahar Hasanov's Will from the storage boxes. After you obtain Sahar Hasanov's Will, fast travel back to Akila City to talk to Cartwright。
Talk To Elias Cartwright
To complete the quest go to the location of Elias Cartwright and interact with him to give Sahar Hasanov's Will.
Option To Give The Will To Frank
You will also have an option to give the Will to Frank instead of Elias. There will be different rewards according to the choice that you make, so choose your choices wisely.
