Ask About Percival At The Trade Authority
Hadrain will ask you to find her colleague, Percival Walker on Mars that was last seen at the Trade Authority, so check it first. Talk to Oktai Enbayar to learn more about Walker's whereabouts.
Percival Walker Appears To Be On The Run
It appears that Percival is no longer employed by the Trade Authority and has a debt with them. Oktai Enbayar mentioned that someone at "The Sixth Circle" bar might have information on his whereabouts.
Speak To The Miners At The Sixth Circle
From Oktai Enbayar's office, head down the stairs and take the elevator to the P2 Floor. The Sixth Circle is just at the left corner past the guard stationed near the elevator. You will immediately talk to Andrew Robillard or Andy once you get in. Lou will intervene afterwards when you asked for Walker.
Speak To The Bartender
Lou, the Bartender, will request that you clear Percival's debts before he helps you finding him. The simplest approach is to make a direct payment to the Authority. Nonetheless, if you are unable to cover the entire amount, you have the option to modify the debt record stored within the Trade Authority's central server.

Cambridge suggest that you can give the research he has been doing with Percival over to Oktai instead as it should more than cover the debt. However, you will need to finish their research as spacers moved in the Deep Mines location. Taking out the Spacer Leader can send away the group for good.
Pay Off Percival's Debt
The most convenient way in settling Percival's total debt, is to pay the debt directly to Oktai, which amounts to 21,867 Credits. Following this, return to Lou.

Head back to the Sixth Circle and talk to Lou once you have paid Percival's debt. He will give you the passkey to the Drill Waste Room in the Red Devil's HQ where Percival is currently hiding.

Deal with the Spacers at the old Mine and find your way inside to the Drill Waste Room. Using the access key that Lou gave you earlier, open the door and head inside until you find Percival at the end.
Speak To Percival
Deliver the Terrormorph cells that Hadrian Sanon requestedl and explain that the tissue sample needs to be analyzed.
Follow Percival
Follow Percival inside the Research Station. He appears visibly shaken when he saw the sample. The sample, he explains, contains a mutated strain that exhibits accelerated growth compared to typical Terrormorphs.
Possible Terrormorph Attack
He proceeds to recount the tragic tale of Londinion, a city that fell victim to the Terrormorph onslaught. This alarming discovery raises concerns that another potential attack could occur, posing a dire threat to humanity's survival.
Meet Hadrian At The Sixth Circle
Percival Walker will accompany you to the Sixth Circle for a meeting with Hadrian. Hadrian will welcome you back near the entrance and expressed the need to discuss certain matters in private.
Follow Hadrian
Follow Hadrian and Walker, who will to move to a more secluded area at the rear for added privacy. Percival will report his analysis with the sample and ask for Hadrian's plan regarding the finding of the Terrormorph sample that matches those of Londinion.
Find More About The Plan
Hadrian plans to get access to the old Terrormorph Data which is in the Archives that is managed by the Cabinet, Freestar Collective and House Va'ruun.
Speak To Hadrian
Hadrian will ask for further help in pushing the plan to the Cabinet and asks you to meet up MAST in New Atlantis. Delivering Devils mission will then be completed and Eyewitness Mission will be unlocked.
