Quest Unlocks After The Eyewitness
The Cabinet will delegate you to convince the Freestar Collective and House Va'ruun to grant us access to the Armistice Archives. You will need to check in with Deputy Macintyre in Interstella Affairs to get the details.
Get Access To The Archives
Entry to the Archives is only permitted in situations of extreme emergency and requires a unique, single-use code from each of the three Armistice signatories: UC, Freestar Collective, and House Va'ruun.
Speak To Deputy Macintyre
Macintyre will provide instructions on obtaining the access codes from the respective ambassadors of Freestar Collective and House Va'ruun. She will offer some guidance, but the approach you take will ultimately be your own decision.
Which Ambassador To Talk First?
Deputy Macintyre will ask you who would you want to start negotiations with between Ambassador Radcliff of Freestar or Amabassador Bal'mor of House Va'ruun. We recommend to start off with Ambassador Radcliff as persuading her is more convenient since she can be readily located in the vicinity.

Plan B For Ambassador Radcliff
The UC Intelligence has a recording device planted in the Ambassador Radcliff's living quarters, which you can use to your advantage. However, getting caught trespassing in there will land you in jail so you will need to sneak in.

Finding Ambassador Bal'mor
Macintyre says that you can check the House Va'ruun embassy first for clues. Additionally, there's a discreet side entrance available if you prefer a more covert approach. She will provide you with the Va'Ruun Embassy Entrance Override access device to gain entry to the embassy's interior. Nevertheless, be cautious of the automated security alarms while doing so.
Acquire The House Va'ruun Archival Code
Persuade Ambassador Evangeline Radcliff to get access to the codes. Use the Freestar Collective Settler dialogue option to increase your chances on successfully persuading her. You can also take into account that her grudge against the UC may be clouding her judgement.

If you manage to convince Ambassador Radcliff, she will escort you to the Armistice Code Machine and provide you with a one-time access code generated from it.

Watch Out For Automated Security
Watch out for the Va'Ruun Robot Models on the way once you get deeper inside the Embassy. There's also a Turret MK I on the hallway so better equip yourself with loads of ammo and recovery items before heading inside.

You Can Also Get An Epic Shotgun
You can get a Rapid Refined Shotty in the Industrial Crate. It has Extended Magazine that doubles the base magazine capacity and a Rapid perk that increase attack speed for +25%.
Return To Deputy Macintyre In The Interstellar Affairs
Report back to Deputy Macintyre and get the Armistice Archive Keycard. She will instruct you to meet and follow the UC Monitor located on the opposite side of the plaza, across from MAST.

The Armstice Archives is just across the Freestar Collective Embassy. Head inside and take the Elevator to the Monitor Station in the Armstice Archives.
Collect The Terromorph Data
Head straight inside and find the unit where the data resides. Please be mindful not to engage with any units other than the one specified, as doing so could result in warnings and potentially severe consequences.
Return The Data
After obtaining the data, return to Deputy Macintyre in the Interstellar Affairs Department. Major Hadrian Sandin will also be present there to receive the Terromorph Data from you.
Speak To Macintyre
Speak to Deputy Macintyre again. You will be extended an offer of citizenship after successfully completing the task and will be required to pledge your allegiance secure your position within the United Colonies. Additionally, you can now talk to Aphelion Realty and get your own property, which is now available now that you are a citizen. Following this, the "Friends Like These" mission will be completed.
