Activate The Mission Walking Around
When you are walking around New Homestead, you will receive an activity of speaking to Luthor, who is the employee of Chunks.
Head To Paradiso To Get Special Sauce
Head to Paradiso's Chunks and speak to Clara, the employee there. She will give you the recipe which does not need any persuading or actions.

Give Recipe To Luthor
After you receive the recipe, head back to New Homestead and give the recipe to Luthor. He will thank you and give you your rewards.
