Take the elevator and head to the Energy Systems Office. You can find Joyce in the upper levels of the New Homestead and ask about the on-going brownouts. Offer Joyce some help to restore the power.

Clear The Ice Deposits
The old power system machinery can get crusted over with ice from time to time which causes the brownouts. You will need a Laser Cutter weapon to break 5 Ice Deposits in the area.

Return back to report to Joyce once you've successfully shattered the Ice Deposits to complete the side quest and claim your rewards.
