Jewel of the Fallen Star can be obtained with a probability when Meowcenaries are dispatched to the Frost Islands (MR) and the target is an herb (rare) or a small monster. It is more likely to appear when herbs (rare) are the targets so make sure the herbs are sparkling when you select the route before dispatching them.

In order to proceed with this, you need to complete some quests first. If you only consider time efficiency, the fastest way is to intentionally fail in the arena. The Arena 05, in which Rajang appears, is particularly efficient because it can be failed quickly.
