How to Spawn Gold Rathian
Complete the Main Story
In order to unlock the Gold Rathian, you will need to have access to the Guiding Lands. To unlock the Guiding Lands, you need to complete the Main Story first.

Gold Rathian appears in 2 regions; Wildspire region and Volcanic region. You need to raise the region level of either Wildspire or Volcanic region to 6 in order for Gold Rathian to appear.
Raise Wildspire Region Level For Tempered Monster
Raise Wildspire region if you want to get material of "Tempered" Gold Rathian since Tempered Gold Rathian will only appear in level 7 Wildspire region.

There also a possibility to get an investigation for the Gold Rathian even without finishing the Main Story. Though you'll need to have the required MR Rank first.
