A great combination of single target and AOE abilities. Prioritise upgrading Rising Flames if you have spare AP.
Utilize Heatwave & Scarlet Cyclone In The Early Game
Equip Heatwave & Scarlet Cyclone in the early game where you don't have enough AP to learn Flames of Rebirth. Rising Flames has low cool down and has great chemistry with Flames of Rebirth. However, it does not have great stats when used alongside other Abilities.
After Unlocking Ifrit

Ingition is a very useful ability for clearing out area, which will be available after unlocking Ifrit. Even against the boss, it can deal damage safely during 100% Staggered. Garuda's Abilities are unchanged.

After unlocking Titan, replace Ramuh with Titan. Abilities are fixed with Windup and Upheaval. Upheaval is a great move that can be used with Garuda's Wicked Wheel to deal great combo damage, so prioritize upgrading it.

After unlocking Bahamut, prioritize mastering Gigaflare (total 11980AP) and equip on other Eikon. It can either be equipped by Garuda or Titan and if you can use Rooks Gamibit to max potential swap it with Windup, and swap with Rook's Gambit if you can't.
Flames Of Rebirth Can Be Unequipped If You Don't Have Enough AP
Firepower of Gigaflare is too good to miss, so in the case where you don't have enough AP, unequipping Flames of Rebirth is an option. However, it is best if you can equip both abilities, so farming AP until you can equip both is an option as well
