After You Go To Cid's Solar And Speak To NPC

After heading to Cid's Solar, speak to Charon, Ottom and Gav. You will be able to unlock "Alliant Reports" which allows you to check quests you haven't received yet.

Head To Northreach

From the World Map, head to Northreach from Lostwing. Open the area map and head from "Caer Norvent Glorieuse Gate" or "Dragon's Aery" is recommended.

Receive Quest From Madame Isabelle

Head to the Veil and speak to Isabelle and receive the quest.

Speak to NPC And Report To Isabelle

Speak to 2 of the Veil Courtesan and a Garrison Soldier.

Head To Moore And Speak To NPC

Speak to a NPC named Bertrand and a Merchant.

Head To The Ruins And Defeat All The Enemies

When you head to the ruins, a battle against Bloated Wolf will start.

Head Back To Moore And Speak To Isabelle

Speak to Isabelle and give the "Weathered Comb" and complete the quest.

Head To The Church On Top Of The Hill

Head to the church that is on the hill near Moore.

Head to Drake's Head

When You Progress Forward, You Can't Go Back

Open the World Map and head to Drake's Head. This is a Point of No Return so make sure you have no unfinished quests before heading forward.
