The strongest weapon differs between the first playthrough and the Post-Game of Final Fantasy 16. Gotterdammerung is for the first playthrough, while the Ultima Weapon is for the second playthrough.

1st Playthrough - Gotterdammerung

How To Craft Gotterdammerung

Complete 4 August Quests

Gotterdammerung can be created by completing four quests that can be ordered from August. The fourth quest requires players to complete the "43. Through the Maelstrom" main story quest first.

3	Clear Blacksmith's Blues III Available after completing "41. A Song of Hope" main story quest

How To Craft Ultima Weapon

Can Be Crafted In The Second Playthrough

Note that the Ultima Weapon can only be crafted in the Final Fantasy Mode, which is unlocked by clearing the first playthrough. It cannot be crafted in the first playthrough.
