does the festival need to be happening to get the VIP tickets? or can I just equip the armour and get one at any time because of the skills set (Gratitude's Blessing) attributed to the armour?

It's not the Astral Layered Armour set, it's the Astral α+ Armour set that has the skills, Layered Armours have no skills.
2 pieces gives you Gratitude"s Gift - Increases odds of getting special Grand Appreciation rewards.
All 5 pieces gives you Gratitude"s Blessing - Greatly increases etc.,
