It has been a while since Icebourne was released, and I have debunked a lie, I haven’t fought velkhana at all in the main story, I was taking out a rathalos with a buddy and encountered a savage deviljho in a MR 3 quest. So it probably spawns a quest for it but isn’t limited to late game.
