The white dye merchant / vendor can be found in Izuhara, west of the Wanderer's Pass, on a hilltop, surrounded by white sheets. Check the north-west area of Kashine Forest.

Dyes are used to change the pigment and color of Jin Sakai's armor sets. This can only be done by visiting a dye merchant or vendor in the Tsushima Islands.

To dye or change the pigment of your armor sets, you need to give the dye merchant 10 Flowers. Flowers can be found around the map while you explore Tsushima.
