The Cost Of Fear side quest is found in the Kamiagata region. Speak with the peasant inside the house east of High Point Guard Post, south of Jogaku Temple.

To unlock "The Cost Of Fear" side quest, you'll need to follow the yellow bird to the quest location. You can spot the yellow bird south-east of Jogaku Temple, west of Trapper's House.

You'll spot the yellow bird near a standoff with some Mongols in the Kamiagata area. It's south-east of Jogaku Temple, and far west of Trapper's House.
